Our district is primarily made up of San Diego County's unincorporated land - communities outside city limits, formally known as Census Designated Places (CDPs).

Incorporating a new city in California is a complex but structured process that involves various legal, administrative, and community-based steps. Incorporation allows for greater local control, improved access to essential services, and the ability to make decisions that reflect the unique needs and desires of our communities. For example, Santee, which incorporated in 1980, has since created 17,000 new jobs and generates new opportunities every day. 

By incorporating, your community can create a stronger, more efficient local government that is directly accountable to the people. Elected officials will live in your community. Incorporation is within your reach, and would prevent coastal representatives controlling our back country's destiny.
