Dear Judge Lakhanpal and Commissioner Houck,

I am writing on behalf of many constituents who have contacted me with their concerns regarding their utility rates.

If approved, this application would permit SDG&E to implement annual rate increases for each of the next four years. SDG&E’s efforts to enhance reliability, resiliency and safety through projects such the hardening of transmission lines in high fire threat areas are vitally important. Equally important is the task of balancing the need for infrastructure with the economic reality for my constituents.

Many of the residents I represent chose to live in the rural areas of San Diego County where homes are more affordable than in the more costly coastal communities and climates where utility costs are lower. My constituents experience more extreme weather and are more dependent on gas and electricity to maintain a habitable living environment and are therefore, more susceptible to the recent reliability challenges facing our grid. The district I represent includes some of the most fire-prone areas in San Diego County and my constituents are those most impacted by Public Safety Power Shutoffs. During the past few months, these individuals – many of whom are seniors and veterans surviving on fixed incomes – experienced higher than usual natural gas rates and electricity bills. I have received an outpouring of complaints about the financial hardship these rate increases are causing.

Now the commission is being asked to consider additional rate increases, and I have heard from my constituents how it would adversely impact them. Many say they are struggling to deal with various increases in their cost of living, including new water and sewer rate increases and rising gasoline prices, averaging just under $5 per gallon.

As you consider the 2024 General Rate Case application filed with the CPUC by San Diego Gas & Electric Company, I ask that you please keep my constituents in mind and protect them from utility costs that price them out of our community.
